When to delete pages
Scanners add blank backs of single-sided sheets. Exported reports carry cover pages and appendices nobody asked for. Bank statements include marketing inserts. And before sending a document, you may want to remove an internal notes page that was never meant for the other party.
Deleting is permanent in the new file
The downloaded PDF genuinely doesn't contain the deleted pages; they aren't hidden or covered over. Your original file isn't touched, so keep it if you might need those pages later.
If the goal is to hide part of a page, such as an account number, deleting the page is safer than drawing a box over it, because a box drawn on top can often be moved and the text underneath copied.
Deleting pages from a contract
Removing pages from an agreement before it is signed changes what is being agreed. If you are trimming a contract someone else drafted, tell them, or ask for a fresh copy. Once a document has been signed and sealed, any change breaks the seal; deleting pages afterwards produces a file that can no longer be verified.
