Form A listing agreement in Dubai: how it is signed
Short answer
Form A, the agreement between a property owner and a brokerage to market a property for sale, is generated by the broker in the Dubai Land Department's Dubai Brokers services and approved by the owner through the link the system sends. It has been paperless since 2017, and an approved Form A is needed before a resale listing gets its Trakheesi advertising permit. Sign PDF is for the documents around it, such as key holding and viewing authorisations, photography consent and exclusive marketing terms.

What Form A covers
Form A is the listing agreement between a seller and a licensed brokerage. It sets the asking price, the commission, how long the brokerage may market the property and whether the mandate is exclusive. The Dubai Land Department describes it as an agreement to market a property between the seller and the real estate brokerage.
Without an approved Form A, a resale cannot be advertised: the Trakheesi permit that has to appear on every Dubai property advert is issued against it.
How the owner signs Form A
The broker logs into Dubai Brokers, enters the title deed and owner details, the commission and the term, and submits. The owner receives a link on the contact details held by the DLD and approves the contract with a one-time code. There is no paper version to sign, and a PDF signed in a general e-signature tool does not count as Form A.
If the owner's contact details on the title deed are out of date, the approval goes to the wrong place. Check them with the owner before you start, and ask your RERA trainer what to do if they need updating.
What agents still get signed outside Dubai Brokers
Form A is short. Most brokerages have extra terms they want the owner to agree in writing, and those are private documents that can be signed with Sign PDF:
- Key holding authorisation and access arrangements for viewings
- Consent to photography, video, drone footage and floor plans
- Your brokerage's marketing plan and service terms, with owner initials
- Authorisation letter for the agent to deal with the developer or management company
- Owner NOC or authorisation document, if your Dubai Brokers steps ask for one to be uploaded
Keep the commission in Form A
Bylaw No. 85 of 2006 requires brokerage agreements to be in writing and entered in the DLD's register, and the commission terms live in Form A. A separate commission letter that sets a different figure invites a dispute. Use side documents for practical matters, not to change what Form A says.
This is general information, not legal advice. Check with the DLD or your RERA trainer if you are unsure whether a term belongs in Form A.
Owners abroad
Many Dubai sellers live overseas. Form A approval happens on their phone through the DLD link, and Sign PDF works the same way for the side documents: an email, a six-digit code and a signature in the browser, with no app. Signing pages and signer emails can be in English or Arabic.
Questions people ask
Can I sign Form A on paper?
No. Form A has been generated and approved electronically through the DLD's platform since 2017, and the Trakheesi permit depends on the approved electronic version.
Does a rental listing need Form A?
We could not confirm this from an official source. Every property advert in Dubai needs a Trakheesi permit; check with the DLD or your RERA trainer what the permit needs for a rental.
Can the owner sign a key holding authorisation with Sign PDF?
Yes. It is a private document between the owner and the brokerage. Upload it, add the owner as signer and send; they sign on their phone.
How long does Form A last?
The broker sets the term when creating it and it lapses unless extended. Market guides often quote 90 days, but we could not find that limit in a DLD document, so confirm it with your trainer.
