Form F MOU e-signature in Dubai: what to sign where

Short answer

Form F, the memorandum of understanding between buyer and seller in a Dubai resale, is created by the broker in the Dubai Land Department's own system and accepted by each party there. Since August 2017 the trustee office will not take a paper Form F, so do not sign it in Sign PDF or any other general tool. Use Sign PDF for the papers around it: offer letters, deposit receipts, furniture lists and side letters your RERA trainer agrees sit outside Form F.

What Form F is

Form F is the unified sale agreement between a buyer and a seller of Dubai property, usually called the MOU. It records the price, the deposit, who pays which fees, the expected transfer date and what happens if either side pulls out. It sits after Form A (seller to broker) and, where there is a buyer's agent, Form B (buyer to broker).

Under the rules the Dubai Land Department brought in on 1 August 2017, Forms A, B and F are generated by the broker on the DLD's online platform, now through the Dubai Brokers services in the Dubai REST app. Law firm summaries of the change, such as Addleshaw Goddard's, say this applies where a broker is involved in a sale of a completed property or a secondary off-plan sale.

How Form F is signed today

The broker opens the approved Form A in the system and creates the sale contract from it, linking the buyer. Each party then accepts the terms electronically inside the DLD system. Once the last party has accepted, the system produces the signed contract with a QR code, which the registration trustee uses at transfer. Trustee offices stopped accepting paper Form F, or drafting one in the office, when the rule came in.

So the honest answer to 'can I e-sign Form F in Sign PDF' is no. The signed Form F that counts is the one in the DLD system. A PDF of the same wording signed elsewhere would not replace it. If your deal has no broker, or is a primary sale from a developer, Form F may not apply at all; check with the DLD or your RERA trainer.

What Sign PDF is for in a Dubai resale

A resale produces more paper than Form F. These are the documents agents and their clients sign around it, and they are ordinary private documents that can be signed electronically under Federal Decree-Law No. 46 of 2021:

  • Written offer letter from the buyer before the seller agrees terms
  • Acknowledgement of the security deposit cheque the buyer hands over, and who holds it
  • Furniture, appliance and fittings inclusion list
  • Handover condition checklist and key handover receipt
  • Side letter on vacant possession or an existing tenancy running to its end date
  • Instruction to a conveyancer or authorisation for the agent to collect the NOC on the seller's behalf

Keep side letters consistent with Form F

If a side document contradicts Form F, you have two signed records saying different things. Keep the price, deposit, dates and penalty terms in Form F, and use side documents only for details Form F does not cover. Refer to the Form F contract number in each one so it is clear which deal it belongs to.

This is general information, not legal advice. Ask your RERA trainer or a UAE property lawyer before using a side letter that changes anything Form F already says.

Sending a side document with Sign PDF

Upload the offer letter or checklist as a PDF, Word file or photo. Sign PDF reads 'Buyer', 'Seller' and 'Agent' beside each line and places the boxes for the right person. Each signer gets a link by email, confirms a six-digit code and signs in their phone browser, which suits overseas buyers and sellers in different time zones.

The finished PDF carries a certificate of completion and an independent DigiCert timestamp. Signing pages and signer emails come in English or Arabic, chosen per document, and links go by email, or from your own WhatsApp with one tap.

Questions people ask

Can Form F be signed with DocuSign or Sign PDF?

No. Where a broker is involved in a resale, Form F is created and accepted in the Dubai Land Department system, and trustee offices work from that version. Use a general e-signature tool only for documents outside Form F.

Do buyers and sellers need UAE PASS to accept Form F?

Sources differ on the exact login steps, which the DLD has changed over time. Ask your brokerage or RERA trainer for the current flow in the Dubai REST app before the parties sit down to sign.

Is Form F needed for an off-plan purchase from a developer?

Not usually. The 2017 rule applied to resales of completed property and secondary off-plan sales where brokers are involved. Primary off-plan purchases follow the developer's own sale agreement and registration.

Can I e-sign the deposit cheque acknowledgement?

Yes. A receipt confirming who handed over the security deposit cheque, its amount and who holds it is a private document. Upload it to Sign PDF and send it to the buyer, seller and holding agent.
